Outcomes and Learning Framework

Measuring and learning from what matters in the Church of England

 

The Church of England’s Vision and Strategy team is partnering with Eido Research to improve its practice around learning, and collecting outcomes to build understanding of what works.

From September 2022 to February 2023 Eido will achieve this by building an outcomes and learning framework.

The vision and strategy for the Church of England in the 2020s

One vision

A Church for the whole nation which is Jesus Christ centred, and shaped by, the five marks of mission. A church that is simpler, humbler, bolder.

Three priorities

  • To become a church of missionary disciples where all God’s people are free to live the Christian life, wherever we spend our time Sunday to Saturday.

  • To be a church where mixed ecology is the norm* – where every person in England has access to an enriching and compelling community of faith by adding new churches and new forms of Church to our parishes, cathedrals, schools and chaplaincies.

  • To be a church that is younger and more diverse.

How can the CoE measure and learn from their impact?

To help the Church of England measure and learn from its impact through their new fund, Eido will help them create a new learning and outcomes framework.

Learning framework

The project will identify the learning needs of different people in the Church, how these are currently met, and where there are gaps. This will prioritize the investment in learning of the Vision and Strategy team, for example in reports, learning communities or events. It will also suggest changes to Vision and Strategy team practice to ensure all learning generated from funded projects is used well.

A second stream will identify a small number of key critical missional challenges - specific issues or themes where deeper investment in learning, network-building or innovation would help the Church get closer to the bold outcomes of the Vision and Strategy.

Together these will form a learning framework - a plan for learning activity supported by the Vision and Strategy team.

Outcomes framework

The project will create an outcomes framework - a menu of options of measures for funded projects which reflect what different parts of the Church view as demonstrating fruitfulness, and which contribute to the bold outcomes of the Vision and Strategy. This will strengthen the learning between projects about what works, make it easier for projects to measure, learn from and increase their impact, and improve governance of the funds.

1 - Institutional needs assessment

Stakeholder interviews

September

This will involve a series of in-depth conversations with key selected stakeholders exploring the following questions:

  • What are the current Monitoring, Evaluation, and Learning processes at work at the programme level of the CoE?

  • What are the contexts of these processes?

  • What are the specific needs moving forward?


2 - Consultation with diocesan stakeholders

Open sessions

5th and 6th October

An introductory meeting to hear about the project, how stakeholders can be involved, and a chance to voice their thoughts. During the meeting leaders will be asked:

  • What questions and queries do you have about this project?

  • What do the project team need to know to make this project successful?

Design survey

17th October to 6th November

An online survey exploring the following questions:

  • Where do diocesan stakeholders currently go for learning?

  • What can and should be measured and evaluated in the new investment programme?

  • What are the missional challenges that most need learning about?

Design workshops

November

A series of workshops you can choose to attend, based on your role in the Church, and your passion and area of interest.

They are based around the three strategic priorities:

  1. To become a church of missionary disciples where all God’s people are free to live the Christian life, wherever we spend our time Sunday to Saturday.

  2. To be a church where mixed ecology is the norm – where every person in England has access to an enriching and compelling community of faith by adding new churches and new forms of Church to our parishes, cathedrals, schools and chaplaincies.

  3. To be a church that is younger and more diverse.


Each session will cover five areas:

  • What would it look like for this strategic priority to be demonstrated?

  • What do you think are the challenges in achieving this strategic priority?

  • How do you currently gather ideas and insight for projects in this area?

  • How might appropriate measures be created to help celebrate and improve delivery in this area?

  • How can theology, faith and discernment be integrated into these questions?

Each workshop will be 3 hours in length, hosted online, with additional break time throughout. It will be a mix of facilitated discussion and small group work.

3 - Creation of an outcomes and learning framework

Based upon these consultations Eido will work with the Vision and Strategy Team to create the outcomes and learning framework.
